- To determine what species are FOOD and what species are NOT FOOD.

Many humans and humanoids are in the 0 Class of Species!

So you see the 'Main Objective' of the Council of species is to use its collective force to prevent Violent, irrational {stupid} & Expansive species from getting increasing level of 'Mass destruction' force.

Then, there is a huge population of civilizations that are ABOVE this Food grade in the Class between 1 & 2.
Then population begins to taper off as Classification rises above 2, this is simply because as class rises generally population then decreases.

ANY species above 1 AUTOMATICALLY gets a 'Seat at the table' so to speak on the council of species.

So after 1 a whole new set of rules apply to the Civilization and they don't OFFICIALLY have an owner.
So once a colony is in the Class 1 or C1 range then everything much more relies on consent {I.e approval} of the citizens.
