The reason it was invalidated was that the TRUE nature of the deal was NOT known by ALL signing parties!
So simply the Human side DID NOT know that the objective was to create a new 'Sub Species' or Hybrid that would REPLACE the native human population.

So Opposition groups KNOWING they had an above 70% chance of getting this deal invalidated literally waited to the last MINUTE to enact it.
However many of the Reptilian ๐ธ ๐ species and other Deep state aliens of that time were monitoring the situation.

So how they attempted to implement this is VERY interesting so lets explain:

This field would be the A< aspect compound and it would be directed by the sunlight {Radiation} to EVERYONE on the surface of the planet!
